C3 and C7 Zoning in NYC, Explained
What are C3 and C7 districts in NYC?
C3 is a waterfront recreation district for boating and fishing uses, with 0.50 commercial FAR and R3-2 housing rules (ZR 31-13, 33-122, 34-112). C7 is a commercial district for amusement, retail, office and production uses with no housing, now numbered C7-1 to C7-9 with FAR from 2.00 to 15.00 (ZR 31-17, 33-122). C3 and C7 are both recreation districts at heart, but one allows houses at very low density and the other allows big buildings and no homes at all.
Two specialist commercial districts
C3 and C7 are the least common commercial districts and both are built around recreation. C3 is the Waterfront Recreation District, "designed to provide for the growing recreational activities of pleasure boating and fishing by permitting rental, servicing and storage of boats in appropriate waterfront areas, normally adjacent to residential development" (ZR 31-13). C7 is a General Commercial District for "a wide range of retail, service, office, open and enclosed amusement and recreation, production and related uses, but not residential uses" (ZR 31-17).
C3: low-density waterfront commercial
- Floor area: 0.50 FAR for a lot with only commercial uses and 1.00 for community facility use or a lot with both (ZR 33-122, 33-123).
- Housing: residential bulk follows R3-2 (ZR 34-112), where the standard residential FAR is 0.75, or 1.00 on qualifying residential sites; on standard lots of 4,000 sq ft or more, floor area for any single dwelling unit is capped at the equivalent of 0.60 FAR (ZR 23-21). Detached single- and two-family homes are permitted, and other residence types are permitted with limitations (ZR 32-121).
- C3A: the commercial residential bulk chapter does not apply; R3A bulk rules apply instead, and only single- or two-family detached or zero lot line residences are permitted (ZR 34-03, 32-122).
- Uses: boat dealers and boat fuel sales are permitted with conditions and open use allowances; amusement and recreation facilities need a special permit; offices and hotels are not permitted; and automotive service stations are not permitted (ZR 32-161, 32-171, 32-151, 32-181).
- Height: commercial and community facility buildings follow the same envelope as C4-1 and C8-1, a front wall up to 30 ft or two stories, whichever is less, then a 1 to 1 sky exposure plane, with initial setbacks of 20 ft (narrow street) and 15 ft (wide street) (ZR 33-432). Commercial uses may occupy no more than two stories (ZR 32-421).
- Parking: C3 is in the highest-requirement row of ZR 36-21, for example 1 space per 150 sq ft of floor area for uses in parking category A3, waived when the total required is under 10 spaces (ZR 36-21, 36-231).
C7: amusement districts, now numbered C7-1 to C7-9

FAR: ZR 33-122 and 33-123. Heights: ZR 33-46. For bulk purposes, a C7 district mapped before June 6, 2024 is treated as C7-1 (ZR 33-06).
- No housing: residences of every type are not permitted in C7 (ZR 31-17, 32-121).
- Amusement: outdoor amusement parks are permitted only in C7 and C8, limited to 10,000 sq ft of lot area unless the Board of Standards and Appeals grants a special permit; amusement and recreation facilities and select entertainment facilities are permitted with open use allowances; drive-in theaters need a special permit (ZR 32-181, 32-182).
- Other uses: offices are permitted, hotels need a City Planning Commission special permit, and production uses are permitted up to 10,000 sq ft per establishment on the ground floor (ZR 32-171, 32-153, 32-202).
- Envelope: instead of a sky exposure plane, C7 uses a maximum base height and maximum building height. Above the base, a setback of at least 10 ft from a wide street and 15 ft from a narrow street is required (reducible to 7 ft when the street wall is set back). On lots of 20,000 sq ft or more, buildings may exceed the maximum height by 25 percent (ZR 33-46).
- Parking: C7 outside the Greater Transit Zone is in the ZR 36-21 row requiring 1 space per 1,000 sq ft for category A uses; C7 within the Greater Transit Zone requires none (ZR 36-21).

C3, 8,000 sq ft waterfront lot. A boat sales and service building can have 8,000 x 0.50 = 4,000 sq ft of commercial floor area (ZR 33-122). A building mixing a marine store with a community facility could reach 8,000 x 1.00 = 8,000 sq ft in total, with commercial floor area still capped at 4,000 sq ft (ZR 33-123). A detached house on a standard lot would be limited to 8,000 x 0.75 = 6,000 sq ft of residential floor area, but because the lot is 4,000 sq ft or more, a single dwelling unit could use only 8,000 x 0.60 = 4,800 sq ft (ZR 23-21).
C7-1, 30,000 sq ft lot. An entertainment building can have 30,000 x 2.00 = 60,000 sq ft (ZR 33-122). It can rise to a 45 ft base and a 65 ft maximum height; because the lot is over 20,000 sq ft, the maximum height may increase by 25 percent, 65 x 1.25 = 81.25 ft (ZR 33-46). An outdoor amusement park on the lot would be limited to 10,000 sq ft of lot area without a special permit (ZR 32-182).
Why this matters for a site check
Both districts trip people up for the same reason: their numbers do not match their neighbors. A C3 lot next to a residence district has a commercial FAR of only 0.50. A C7 lot can carry significant commercial floor area but no housing at all, and an older C7 map designation is read as C7-1 (ZR 33-122, 32-121, 33-06).
