Central Harlem's rowhouse and tenement blocks sit mostly in one non-contextual district, R7-2, with contextual R7A and R8A along its avenues and a special district on 125th Street.
This page covers Central Harlem as City Planning defines it: the Harlem (South) and Harlem (North) Neighborhood Tabulation Areas. Commercial districts cover 211 lots, led by C4-4D, C4-4A and C4-4, and only 4 lots are in manufacturing districts. PLUTO shows 18 main districts.

| Any overlay | 1,027 | 23.8% |
1,027 lots (24%) carry a commercial overlay, C1-4 (815 lots) or C2-4 (212), the highest share on any of our neighborhood pages. On an R7-2 overlay lot, commercial-only floor area is capped at FAR 2.00, while community facility use can reach 6.50 (ZR 33-121, row R7-2 R7-3 R8 R8A).
Special districts and inclusionary housing
- Special 125th Street District is the main special district on 144 lots. Its purposes include preserving 125th Street's role as Harlem's "Main Street" and Upper Manhattan's premier mixed use corridor, expanding its retail character and creating incentives for visual and performing arts space (ZR 97-00).
- Special Planned Community Preservation District appears on 4 lots (PLUTO "PC").
- Mandatory Inclusionary Housing. 12 lots fall in adopted MIH areas, including The Robeson and The Frederick (2017), La Hermosa (2019) and One45 Harlem for All (2025) (DCP MIH dataset).
- UAP. UAP is the City of Yes program that lets a development or enlargement outside a Mandatory Inclusionary Housing area exceed the standard FAR, but only by the amount of affordable housing it provides (ZR 27-111). With so few MIH lots, the 5.01 qualifying affordable FAR is open to most R7-2 lots that provide the affordable floor area.
How we defined Harlem and counted lots
- Boundary: the official 2020 Neighborhood Tabulation Areas Harlem (South) (MN1001), Harlem (North) (MN1002), published by NYC City Planning on NYC Open Data. Real-estate listings often draw Harlem differently, so treat the edges as approximate.
- Lots: every tax lot in PLUTO version 26v2 (pulled October 26, 2026) whose latitude and longitude fall inside that boundary, 4,308 lots in total. 3 more lots in the same census tracts had no coordinates in PLUTO and are not counted. A cross-check using PLUTO's 2020 census tract field gave almost the same count.
- District: PLUTO's "zonedist1", which is the district covering the largest part of each lot. 125 lots are split by a district, overlay or special district boundary (PLUTO "splitzone"); each is counted once, under its main district. Special districts only appear in PLUTO when they cover at least 10% of a lot (PLUTO Data Dictionary).
- Lot counts measure how many parcels are in a district, not land area. A large lot and a small one each count as one.
